If he needs DX10, tell him to wait until winter for the next gen DX10 cards to come out, or pony up the cash to get a 320 MB 8800 GTS2: I wouldent get the P5N-E SLI. it wont have full x16 lanes on both slots in SLI mode. I would recommend a Gigabyte 965P-DS3 motherboard. Its not SLI, but it has good OCing potential and 1333 Mhz FSB support3: He needs a new monitor? not gonna be easy. why does he need a new monitor?Friends Gaming PC - He's on a budget...

Get this RAM to save some money.
this RAM has a lower CAS latencyhttp://www.newegg.com/Product/Product.aspx?Item=N82E16820144062
lol everyone is so anti 8600xxx it is not a rip off because if it does the job you want then how can it be, its not aimed at monter gamers, it probably aimed at people like me who are on a bugdet andwho dont plan to play very very graphically intensive games. Get the 8600GT if your a casual gamer if you want to play the latest games on best settings then maybe an 8800GTS would be better.
Scrap the E6600, and pick up an E4400 or E4300 instead.Scrap the P5N-E motherboard, and pick up a P35 board instead. It's more future-proof since it supports PCI-e 2.0 and Intels upcoming 45nm processors, and I believe the P35 chipset overclocks better than the 650i.You can probably save some money by buying a different brand of RAM, depending on what speed you're planning on buying. For the graphics card, I believe you saved enough money through my suggestions to afford an 8800GTS 320MB card, since you can get a P35 board for around $20 cheaper than the 650i you picked, you saved at least $100 on the processor, and probably between $10-$30 on the RAM. It might be worth losing the Lightscribe drive as well. For the monitor and speakers bit though, you're sunk. If his brother can cough up around $250 he should be able to pick up a nice 19'' widescreen Hanns-G monitor and a decent 2.1 setup.

It isn't in color, and it fades after a few months
try going to a cheaper CPU, like a e6420, and try to get a better VGA, like a 8800gts 320mb

He should just get 2gbs of cheaperbudget ram.. Get a Intel e4400 and 8800 GTS 320mb and a dell 17'' LCD monitor if he is really tight on cash
